Dipping uncursed potion of swift movement(or something like it) in blessed potion of water didn't change status of potion.

This is true for any uncursed item: if you dip an uncursed item into a blessed potion of water, it won't be blessed.
However, if you dip a cursed item into a blessed potion of water, it will be blessed.
