Persistence configuration variable has minimum value of 10 but this seems to be undocumented.

Also 10 is the default fallback value if the variable contains invalid value (such as "foo"). If the variable is not set then it uses value 50. Manual says the default value is 20 which probably should be used as default fallback value.
