Try OpenSUSE. It comes in a DVD rather than a CD, and it contains everything you need without the need for getting anything from the internet. And as far as I can remember it doesn't ask you to...
How about distributing a crackable binary and just living with the fact that some people will be willing to pay and others will find ways around it? It tends to be an efficient and successful model...
