50% is half. Half less is half of the original value. I don't know where you get the idea that substracting 50% would be the same as dividing by 1.5.
50% = 0.5 = 1/2
50% of 100 = 0.5*100 = 100*1/2 = 50
100 - 100*1/2 = 100 - 50 = 50
