Ring of skill mastery

Has anyone figured out what it does? I have found and equipped one, but I haven't noticed any of my skills going up (I didn't check very thoroughly so it may be that the effect is small and I just didn't notice, of course).

I can't say that I've noticed any kind of obvious effect myself--I suppose that it's possible that it provides some kind of 'behind-the-scenes' bonus, though.

For example, it might lower the threshold that you need to beat in order to make a successful skill check (ergo, you need to roll a 13 or higher to make that 'Swimming' roll without the ring, but with it you only need to roll a 9 or higher), or it might allow for making two rolls per skill check (using whichever roll was higher).
