can't pray for pickaxe?

Version 1.2 p16. In dwarftown I sacrifice gold until diety "favors me". Then I walk directly to the top level of the tower of eternal flames. Here I pray. I have no pickaxe or wand of digging. "Your prayer remains unheard."

What is wrong, why don't I get a pickaxe? Do you need more piety for it? I had not gotten any pickaxes for praying before, so the cost should be base.

Has Hammerhead been generated? Maybe on a level that you never finished (Darkforge, etc.)? There was a change in pre12 where your god would not give you a pickaxe if you had Hammerhead, but I don't know if it was "Hammerhead is generated" or "You have Hammerhead in your inventory".

If it's the first option, it should definitely be reported as a bug. A player often doesn't even know that an artifact was generated. And it doesn't make much sense that the god would arbitrarily deny the player a pickaxe just because Hammerhead was lying somewhere the player didn't notice.

It's possible, however extremely unlikely that a randomly generated monster died somewhere due to causes other than the player's actions and randomly dropped the artifact pick axe. In that case it's a nasty business finding it, knowing it's out there but unable to pinpoint it. I had this happen once or twice, I normally pay very close attention to level messages looking for surges of power, I carefully go through all shop's items including casino and through contents of vaults.
Yet sometimes an artifact I've never seen shows up on the list when I die or complete the game.

Checked it, Hammerhead hasn't been generated.

Your PC is cursed which lowers your piety level. It's too low for the pickaxe.

Time for a necro. My character is at "favors you" and is not carrying any pick-axe. She is on the water temple level. When praying, the prayer remains unheard.

I'm pretty sure she is not cursed or doomed and I recall praying on the water temple level in the past with another character and getting a pick-axe from the Deity. Am I remembering wrong?

Edit - All replies will be much appreciated, do I need to get to a higher piety level?

Edit2 - Anyway, I raised my piety to "favors greatly" and still no dice. I take it I just remembered incorrectly then. Got a Greater Titan to kill all the dwarves in DT and one dropped a pick-axe. Lol, Waldenbrook is a ballsy yet stupid fella.
