    Currently L+ with a good number of artifacts that i can sac to ratling.
    Just finished ToEF have Boar Skull, Scroll of Danger, and PoCC stored away for Gaab'Baay. Missing wand and need to get farmer corpse.
    Greater Undead Vault in FGJC with Chain Mail of the Martyred Crusader already raided for Natures Companion and Hornet's Sting.
    Merchants Guild has Silence of the Dead, Trusted One, Michals Transmogrifier, and Brannalbin's Cloak of Defense

    Should i go ahead and swap to C to start up Gaab'Baay and Stone Cirlce? Can i feed the ratling before i talk to Gaab'Baay, or should i do initial dive and complete temples first?

    If you're going for an N or L ultra, you should switch to C immediately and start Gaab'Baay's line of quests so that you can get crowned. If you're going for a C ultra, you might as well stay L+ until you get the trident.

    You do not need to talk to Gaab'Baay before feeding the ratling.

    This character is not in great shape for Stone Circle; you should deal with the lower CoC first.

    The switch to C alignment is mandatory regardless of your planned final alignment, simply because the ratling would eat but not count any artifacts given to him.

    You have to take care of your stats now, especially maxing out Wi, Dx and To should be a priority. The danger is with decent equipment and good artifacts the game often seems like a breeze until all of a sudden you need to have that HP buffer.

    Regarding the stone circle, just see how much of the other stuff you can finish before day 90 and then just enter. Keriax is a formidable opponent and I usually try to take him on in a fair fight because of that, but if the character is not buff enough I'd rather go the easy route than wait another 30 days. Keriax shares a certain trait with MaLaKaI, the other otherwise formidable opponent, that makes them both susceptible to disablement with a very common item (!ofCurePoison). That and slaying ammo and you're safe.

    Regarding the weapons you mention, I would think Silence of the Dead is still the best one, although I only played with it before it got nerfed - don't know by how much, when it was introduced it was easily the best weapon in the game.

    Check your equipment for better choices. From what can be seen in your partial flg, at least neck and ring should be changed. The ankh is really awesome, at most remove it for free action, but not for amulet of health. That one is just against sickness.

    Sad to hear about the cat, not getting the ring is definitely a bummer for your assassin.

    Wait a moment, is this some kind of self-imposed challenge that you haven't picked up neither Healing nor Herbalism?
