I think it's always the classic: When its done, at least in a playable gamma state. (-:

One way to assess this is to look at the blog. TB has more or less told us already what features are more or less done, you have a general feel of the pace he's working at.

TB stated in his New Year's update that he was hopeful of a JADE release this spring. Of course I think it's silly to expect that, but things do look hopeful for some sort of alpha release this year.

IIRC each time the date of the next release of ADOM is asked, the release is always delayed by two weeks.
