I heard somewhere that 15% cursed, 15% blessed and rest uncursed is the norm for typical items?
If that is the same for water you should have found 4.5 with 30 waters found. Not finding any is unlucky but not unheard of. I've not noticed holy water being less scarce than other blessed equipment.

Hey, I see the challenge is still open. Might be fun. Got to practice a bit with dwarven necros a bit first, though - it's been a while since I touched ADOM.
